The project proposes creating sports and recreation areas, including green spaces and facilities to store the city's river fleet in winter. The Municipal Water Sports Center will cater primarily to rowing and canoeing clubs, with the option for additional sports-commercial functions. Existing manufacturing facilities will either be expanded or repurposed for sports use. The remaining area will feature sports fields and partially covered facilities based on public-private partnerships. Phasing the investment allows for flexibility in adapting to tenant needs, with accessible green areas included. The site’s former shipyard will serve as a harbor and wintering facility, with a boatswain's house. The northern wharf will maintain a natural waterfront character with mooring piles. A recreational program will focus on the nearby wild beach. Due to complicated access issues, an independent communication system will be built on-site, avoiding road reconstruction and infrastructure conflicts.
